More about the uniform...

The M-1988 enlisted summer parade-walking out uniform (in shirt) was part of the move towards modern, yet casual professional uniforms.

It was the first shirtsleeve uniform adopted for enlisted personnel, and made use of the new 1986 pattern shoulder boards to denote rank. This seems to imply that the rank boards were authorized with the foreknowledge that the uniforms requiring them would be following a few years later.

The cap band would match the color of the branch of service of the wearer.  No medals or badges were authorized for wear on the shirtsleeve uniforms.

Service Chronology

The simple M-1988 enlisted parade-walking out uniform was the first shirtsleeve uniform authorized for Soviet enlisted personnel.  It was developed as part of the modernization of Soviet uniforms.  The uniform did not have a long service life, though it managed to outlast the nation which designed it.  It was finally replaced during 1994 when the new Russian Federation uniforms were adopted.
